Kurtuluş Savaşı'mızın zaferle sonuçlanmasını ve Lozan Antlaşması'yla bağımsızlığımızın onaylanmasını takiben, artık mevcut devlet yönetiminin daha açık biçimde isim alması gerekiyordu. Gerçi, Milli Mücadele'yi Büyük Önder Atatürk'ün başkanlığında başarıyla yürüten "Türkiye Büyük Millet Meclisi" ve bu meclisin içinden çıkan "Türkiye Büyük Millet Meclisi Hükümeti", yapısı ve işleyişi yönünden, ismi konmamış bir cumhuriyet yönetiminden farksızdı. Ancak, bu yönetime, çağdaş dünyanın gözünde daha belirgin bir nitelik kazandırma amacıyla 29 Ekim 1923 günü yapılan Anayasa değişikliği ile Cumhuriyet ilan edildi.

Cumhuriyet, egemenliğin kaynağının millete ait olduğunu kabul eden devlet şekli demektir; bir diğer ifade ile devletin temel organlarının seçimle iş başına geldiği bir yönetim biçimidir.Bu rejimde Devlet Başkanı olan Cumhurbaşkanı da milletçe ya da milletin temsilcisi olan Türkiye Büyük Millet Meclisi tarafından seçilir. Cumhuriyet yönetimi bu niteliği ile, şüphesiz ki demokrasi ilkesinin en gelişmiş şekli, demokrasi ilkesinin en iyi uygulanmasını sağlayan bir siyasi rejimdir.

Cumhuriyet yönetiminin birinci özelliği, seçim esasına dayanan bir yönetim oluşudur. Söz konusu seçim, gerek seçme gerekse seçilme hakkı açısından belli bir kişiye, belli bir gruba, belli bir sınıfa ait değildir; bütünüyle millete aittir. Cumhuriyetle yönetilen bir devlette bir görevin, ilahi bir kuvvete dayanması ya da babadan oğula geçmesi gibi bir usul de yoktur ve olmaz. Cumhuriyet yönetiminde seçimle iş başına gelenlerin görev süresi belli bir dönemi kapsar; yani cumhuriyet rejiminde ömür boyu bir görev söz konusu olamaz.

Cumhuriyet rejiminin ikinci bir özelliği, bu rejim her şeyden önce kamu yararını ön planda tutan, kamu yararına dayanan bir yönetim şeklidir. Çünkü Cumhuriyet rejimi, gücünü dayanağını kişi, grup ve sınıf egemenliğinden değil, geniş halk kitlesinin bütününden, millet iradesinden almaktadır.

Bu yıl 80. yıldönümünü kutladığımız Cumhuriyet rejimi, memleketimize, milletimize sayılamayacak kadar çok şeyler kazandırmıştır. Bir kere Cumhuriyet yönetimi, devlet yaşantımıza, siyasi yaşantımıza egemenliğin bir kişiye, bir gruba, bir sınıfa değil, doğrudan millete ait olduğu gerçeğini kazandırmıştır. Çünkü bundan evvel, Osmanlı Devleti'nde egemenliğin kaynağı ilahi iradeye dayanıyor, bunu da Sultan-Halife sıfatıyla bir kişi temsil ediyordu. Millet haklarını yok eden, milli iradeyi geçersiz kılan bu çağ dışı anlayış, memleketimizde ancak Cumhuriyet rejimi ile ortadan kaldırılmıştır.

Cumhuriyet rejiminin bütün vatandaşları yasa önünde eşit sayması, onlar arasında hiçbir ayrıcalık tanımaması, onların devlet yönetimine eşit olarak katılımını sağlaması, vatandaşların temel hak ve özgürlüklerini devlet teminatı altına alışı, milli birlik ve beraberliğimiz açısından da birleştirici ve pekiştirici olmuş, milli sınırlarımız içinde hiçbir ayrıcalık yapmaksızın bütün vatandaşlarımızın paylaştığı, yararlandığı, bu nedenle korumaya ve yaşatmaya kararlı olduğu bir yönetim haline gelmiştir.

Cumhuriyet rejimi aynı zamanda insan unsuruna verdiği değer, insan hak ve özgürlüklerine gösterdiği saygı nedeniyledir ki çağdaşlaşmayı, çağdaş uygarlık düzeyine ulaşmayı en iyi şekilde gerçekleştiren bir ortam oluşturmuştur. Diyebiliriz ki Türkiye'nin çağ atlaması, milletimizin Atatürk'ün önderliğinde her türlü engeli aşarak uygar bir toplum haline gelişi, laik ve demokratik cumhuriyet rejimi sayesinde mümkün olabilmiştir.

işte bize kazandırdığı bu değerler nedeniyle laik ve demokratik Cumhuriyet rejimi, memleketimizin ve devletimizin geleceği bakımından o derece önemlidir ki, Anayasamızda "Türkiye Cumhuriyeti'nin idare şeklinin Cumhuriyet olduğu" hükmünün değiştirilemeyeceği, değiştirilmesinin teklif dahi edilemeyeceği ayrı bir anayasa maddesiyle teminat altına alınmıştır.

Gençlerimiz ve her gelecek kuşak bilmelidir ki, bu vatanda kurduğumuz Cumhuriyet yönetimi, Atatürk'ün önderliğinde bir ölüm kalım savaşından sonra gerçekleştirilmiştir. Bu büyük başarının arkasında binlerce şehidin, binlerce gazinin harcı vardır. Bu bakımdan, kurulan bu büyük eserin her yönü ile gelişmesi, geliştirilmesi, doğabilecek her türlü tehlikeden titizlikle korunması, Cumhuriyet kuşaklarının Atatürk'e ve onun devrim arkadaşlarına borçlu olduğu kaçınılmaz bir görevdir. Şüphesiz ki Cumhuriyet kuşakları, bu görevin bilinci içinde kendilerine bırakılan emaneti sürekli koruyacaklar, Türkiye Cumhuriyeti'ni Büyük Önder'in çizdiği yolda sonsuza dek yaşatacaklardır.
